Role –Policy and Scrutiny Officer

Location – OPFCC Office- Harrogate

Pay – Scale 5-SO1 (£22,668- £30,195)

 


The Office of the Police, Fire and Crime Commissioner (OPFCC) is a dynamic, vibrant office providing support to the Commissioner in ensuring the public of North Yorkshire receive the best possible service. The NYOPCC is also at the forefront of many national reform programmes within policing and community safety. 


We currently have a vacancy within the OPFCC for a Policy and Scrutiny Officer with responsibility for a partnerships portfolio.


In the OPFCC, Policy and Scrutiny Officers are responsible for supporting the Commissioner in researching, developing, implementing and maintaining comprehensive policy in line with public, national and local priorities. They support the Commissioner in scrutinising the work and performance of North Yorkshire Police against the objectives of the Police and Crime Plan and Fire and Rescue Plan. This includes providing professional, proactive and effective support in responding to community concerns.


The partnerships portfolio covers, but is not limited to, criminal justice, health and local authority related matters. You may look at reducing reoffending strategies; criminal justice user journeys and pathways; collaboration initiatives; public safety, prevention and early intervention strategies; departmental structures, processes or work; cross-cutting thematic issues; transparency; service improvement, learning and training; workforce models; estate or digital innovation or strategy; amongst other things.


The main responsibilities of the role include:


  • Analysing and impact assessing research findings on policing, community safety issues and victims services.

  • Contributing to an analytical and support service that enables the Commissioner to deliver on their key strategic objectives, working closely with NYP as appropriate.

  • Proactively seeking new sources of quality information and new ideas, including assessing best practice within policing, community safety and other providers as appropriate.


The ideal candidates will hold a degree with substantial research methods and will have experience of carrying out a range of research projects using a qualitative and quantitative approach ideally from design to dissemination. You will be a highly organised individual with a finely attuned attention to detail with the ability to deal with complex matters confidently and accurately. You will have proven analytical experience including the production and interpretation of statistics and performance data within a large organisation, the public sector or an organisation comparable to the OPFCC.


It is desirable, but not essential, that the candidate has knowledge, experience and/or understanding of public sector and criminal justice services.
